Figure 6 shows the percentage of households spending at least 30% of household income on shelter for all households, owner households and renter households. Data is presented for each census from 1981 to 2006. For all households, the percentage spending at least 30% of income on shelter was 21.6% in 1981, 21.9% in 1986, 22.7% in 1991, 26.6% in 1996, 24.1% in 2001 and 24.9% in 2006. For renter households, the percentage was 30.5% in 1981, 35.6% in 1986, 34.8% in 1991, 43.2% in 1996, 39.6% in 2001 and 40.3% in 2006. For owner households, the percentage was 15.9% in 1981, 13.4% in 1986, 15.4% in 1991, 16.9% in 1996, 16.0% in 2001 and 17.8% in 2006.
